World Of Springfield Interactive Figures. Have never come across this figure before. In excellent condition - I don't know if new or used. I have not removed from the package. The package is in good condition with some shelf wear. The plastic cover has clear tape at the bottom, holding the plastic to the cardboard which makes me believe he was removed at one time.

Perhaps he was removed for an artist to provide after-market specialized re-painting?
